Putnam County Moves To Stop NYC From Sending Migrants, Advances Legislation A county in the Hudson Valley is moving to advance legislation that would prevent other municipalities, including New York City, from sending migrants and asylum seekers to facilities within its borders. Putnam County Legislature Appoints New Chairman PUTNAM COUNTY N.Y. -- Joe Castellano is now leading the Putnam County Legislature. In a 9-0 vote, Joe Castellano, a Southeast resident who has served on the board since 2012, was voted in as chairman while Toni Addonzio was named deputy chairwoman. Castellano, who is running for a third term this year, replaces Ginny Nacerino.  Addonizio, a Kent resident, is starting her second term.
