PUTNAM COUNTY, N.Y. -- A broken down car blocked the right lane, causing stop-and-go delays on westbound I-84 during the latter part of the Thursday evening commute.

The 5:45 p.m. incident occurred just east of the Lake Carmel exit with backups extending to the Connecticut border.
