The suspect, 55-year-old Eugene Feeney, was arrested on Sunday, June 16 after police conducted a welfare check on a woman at a White Plains residence on Bogert Avenue, according to White Plains Police Captain James Spencer.  When officers arrived for the welfare check, the woman told them she wanted to leave the residence immediately.
