The incident started around 11:30 a.m. on Wednesday, Jan. 8 when a man was reported to be on the highway on I-84 West near I-684 trying to stop cars. When a Sheriff's Deputy and a New York State Trooper arrived at the location, the man got in a vehicle parked nearby and began driving away, according to the Putnam County Sheriff's Office.
The man, 34-year-old New Windsor resident Ian Assad Morgan, led authorities on a chase beginning on the westbound lanes of I-84 before moving onto the eastbound lanes. He then once again moved to the westbound lanes and avoided spike strips set up to stop him, the Sheriff's Office said.
Morgan then left the highway at Route 311 where he continued on local roads through Patterson, Kent, and into Carmel where he eventually stopped after hitting a Carmel Police vehicle on Route 6 just south of Baldwin Lane in Mahopac, authorities added.
Morgan was taken into custody at that point.
As a result of the situation, Carmel High School implemented a temporary hold-in-place to ensure the safety of students and staff. The measure was taken "out of an abundance of caution," according to Carmel Police.
The hold-in-place order was lifted after law enforcement apprehended Morgan. Authorities confirmed that there is no danger to the public.
The investigation into the incident is ongoing.
