Police Investigate Incidents Of Man Having Suspicious Contact With Children An investigation is underway after two incidents of a man having suspicious contact with children were reported to police. The New York State Police, Rhinebeck Police Department, and the Red Hook Police Department are investigating the incidents that happened in Dutchess County on Tuesday, Jan. 28 in the towns of both Rhinebeck and Red Hook. In both cases, a man was described as older, short in stature and with gray facial hair.
