Man Nabbed With 4 Pounds Of Pot In Westchester Stop A midday traffic stop on I-95 in Westchester led to the arrest of a man who was in possession of more than four pounds of marijuana, police said. New York State Police troopers stopped a driver on I-95 in Mamaroneck at approximately 3 p.m. on Tuesday, Jan. 15, when he committed a vehicle and traffic violation. During the stop, police said that the driver, Elvis McPhill Jr., 34, of Valley Stream on Long Island gave troopers probable cause to search he and his vehicle.
