22-Year-Old Who Stole Car During Test Drive Caught In Westchester: Police A 22-year-old man who stole a vehicle during a test drive in another state was apprehended in Westchester and caught with credit cards and cell phones not belonging to him, police said.  The arrest was made on Monday, Sept. 30 just before 11 p.m., when authorities pulled over a stolen car in New Rochelle near the intersection of Huguenot Street and Division Street, New Rochelle Police Captain J.
