OSSINING, N.Y. A former Ossining Boy Scout leader made a Seattle lawyers report released this week on more than 1,900 former Scout leaders accused of sexual abuse.
Harold Hotchkiss, a 45-year-old IBM systems analyst at the time, was indicted in August 1989 on 209 counts of sodomy, assault and endangerment. He pleaded guilty to 17 counts in July 1990 and was sentenced to 20 to 60 years in prison. Now 68, Hotchkiss is serving his sentence in Shawangunk Correctional Facility in Ulster County.
Tim Kosnoff, a Seattle lawyer who has represented dozens of victims of sexual abuse in cases against the Boy Scouts of America, is drawing attention to Hotchkiss once more.
Kosnoff posted records from his perversion files on his website this week that includes a listing of 1,932 former Boy Scout volunteers who were expelled for alleged inappropriate sexual conduct with children between 1971 and 1991, according to his website.
This information is being provided in the interests of public safety and education, Kosnoff wrote on his website. Many of these individuals have never been given an opportunity to refute these allegations in a court of law. Therefore, we make no assumptions about their guilt or innocence.
The list includes Kosnoffs notes on each of the cases. Kosnoff described Hotchkiss as a former Ossining Boy Scout Leader [who] was indicted in August 1989 for sodomizing and torturing ten boys since 1984 including photographing them, taping their screams of pain.
