Lider Velez, the head janitor of the village, was charged with multiple counts of unlawful surveillance, a felony, after installing the camera, police said.
Velez was identified after he was captured on video installing the camera. Police said they don't believe any members of the public were filmed and have checked every bathroom in the village to make sure no other cameras existed, police said.
Velez, whose was suspended by the village, is being held at police headquarters pending arraignment in town court. by city officials, they added.
Police Chief Kevin Sylvester will hold a press conference at 6:45 p.m. Wednesday to provide further information regarding the incident.
