The 85-year-old who died also had other significant health issues, officials said on Friday afternoon, March 20. The first Rockland resident to die from the virus happened on Thursday, March 12 when a 64-year-old Suffern resident became the second New York to die from the virus. Covid-19: Westchester, Rockland Declare States Of Emergency Hours after Gov. Andrew Cuomo ordered stricter guidelines in the midst of the growing novel coronavirus, Westchester and Rockland counties have both declared states of emergencies. Rockland and Westchester counties both issued the declarations on Monday afternoon, March 16, which will run for at least 30 days.
