The New York State Division of Criminal Justice Services issued an alert on Monday to Westchester residents regarding the residency of 38-year-old Seneca Jacobs, who has moved from Mount Vernon to an apartment on 6th Street in New Rochelle, near the Pelham town line.
The Division of Criminal Justice Services has assigned Jacobs as a Level 2 threat, which means he is at "moderate risk of a repeat offense." He has also been designated as a sexually violent offender.
According to the Division of Criminal Justice Services, Jacobs had deviate sexual intercourse with his 14-year-old victim in April 2004. He was arrested by the New York State Police Violent Crime Analysis Program VICAP and sentenced to 10-years probation in July that year. He is now under the jurisdiction of the New Rochelle City Police Department.
