NEW ROCHELLE, N.Y. The New Rochelle City Council decided Tuesday to hold off on authorizing new terms for the Echo Bay Project.
This is a very significant step but far from the final step, said New Rochelle Mayor Noam Bramson.
Some council members, such as District 3 Council member Jared Rice, said they wanted more information about how many square feet the developer Forest City is now proposing for the project and what the actual cost would be to move the city yard since it is not factored into the equation.
I have some concerns without hesitation that this is something the citizens are affected by, he said.
The project is envisioned to have 200-300 residential units and 25,000 to 50,000 square feet of retail space at the current city yard space.
The city is holding off about how to re-use the Armory, which sits in the proposed area of the project, while it figures out how to go about the project in the most effective way possible.
District 1 Council member Louis Trangucci had questions and concerns about the project, including parking details for the Armory space, should the project progress.
If someone wants to put a performing arts center, were going to need more parking spaces, he said.
Forest Citys latest plan, smaller than the one originally proposed amid previous concerns, also details how the area would be utilized to allow for the development of waterfront access, retail space, parking garages and residential buildings.
The developers proposal also details how the project would not interfere with New Rochelles economic growth so that the area can continue to be developed in the future.
The council will re-visit the project Tuesday during its regular legislative session meeting in the council conference room after council members have received more information about the project.
