Man Dumps Hazardous Waste At Former LI Psychiatric Center, Costing Thousands In Cleanup: DA A Long Island man’s decision to dump hazardous waste at a former psychiatric center left the property owner and taxpayers on the hook for tens of thousands of dollars in cleanup costs, prosecutors said. Carleton Pulley, age 48, of Bay Shore, was arraigned on charges of endangering public health and related offenses in Suffolk County Court on Wednesday, Aug. 30.
