Covid-19: 5 NY Regions Cleared To Start Phase 3; Public Pools, Playgrounds May Open Statewide Half of the regions in New York will enter Phase 3 of its four-phase process to reopen the economy this week as the state recovers from the novel coronavirus (COVID-19) pandemic. At his daily COVID-19 briefing on Thursday, June 11 in Albany,  Gov.
