Erratic Driver, Vandalized Car, Top Mount Kisco Police Blotter A Mount Kisco man was arrested this week after allegedly speeding, driving erratically and nearly striking a mother and daughter. Zackary Frey, 27, was charged with reckless driving and speeding on Wednesday morning after a woman reported that she and her daughter were walking in a Stewart Place parking lot when he nearly hit them. Frey was released on his own recognizance after being cited and is due in Mount Kisco Justice Court on Aug. 23 to answer the charges.
