County Planning Board Additions Announced Westchester County Executive George Latimer has appointed new members, and reappointed others, to the County Planning Board to make it a more effective regional resource for planning. New members include:  -- Richard Hyman of Port Chester, the new chairman -- Bernard Thombs of Valhalla -- Renee Toback of Yonkers Additionally, new Department of Public Works Commissioner Hugh Greechan has been appointed an ex officio member.
