2 Stuck Vehicles Saved From Floodwaters In Westchester The drivers of two cars had to be saved from drowning in floodwaters on a Westchester road after their vehicles became stuck.  The rescue happened on Sunday afternoon, July 16, when members of the Rye Police Department and the city's fire department were sent to Playland Parkway when two cars became stuck in floodwater, according to Rye Police.  The two vehicles became stuck after attempting to drive through the water, causing the cars to be flooded and rendering them inoperable, police said.  The incident happened in the midst of a slow-moving storm system that dumped sever…
