The shooting happened on Monday, Nov. 18 just before 1 p.m., when two people were seen exchanging gunfire in the area of 311 North Ave. in New Rochelle near the city's transit center parking garage, New Rochelle Police Captain J. Collins Coyne said on Tuesday, Nov. 19.  Arriving officers soon found a victim with gunshot wounds in the area of Huguenot Street and North Avenue and began giving medical aid to him. Blaze Breaks Out At Shopping Plaza In Westchester: Developing Firefighters were seen battling a blaze at a shopping plaza in Westchester.  The fire broke out on Monday afternoon, Nov. 18 at the Vernon Place Shops in the area of 717 White Plains Rd. near the border of Eastchester and Scarsdale, according to reports.  Smoke was seen pouring out of the shopping center's roof.  A large police and firefighter presence is now at the shopping center.
