Major Water Main Break Affects Service Throughout Much Of City In Westchester Officials are warning residents that they may encounter brown water following a major water main break that affected service throughout an entire city in Westchester.  The water break happened in the downtown area of White Plains on Wednesday, March 27 around 11:30 a.m., according to White Plains Mayor Thomas Roach.  The large break affected water service for residents throughout the city.
