Man Charged With DWI After Route 9 Speeding Stop CORTLANDT, N.Y. – During a routine traffic stop for speeding Sunday a New York State Trooper reports that the driver had been drinking. According to police statement Marcos E. Osorto-Mejia, 26, of Peekskill, had been speeding on Route 9 and during the traffic stop, the officer conducted the standard field sobriety tests, which Osorto-Mejia allegedly failed.  He was given a breath test, which reportedly revealed that his blood alcohol content was .16 percent, twice the legal limit in New Jersey.
