Ramos, 28, of the Bronx, was charged with second-degree kidnapping and second-degree criminal possession of a weapon, both felonies, said Trooper David Howard.
Ramos was taken into custody by a Westchester County police officer and a New York State police sergeant from Troop T around 1:45 p.m. Monday in Greenburgh after he fled the scene of the crash near the Yonkers toll plaza following the abduction, Howard said.
The woman, who was treated for non-life threatening injuries, was not shot during the incident, he added.
