Charges Filed In Greenburgh Wrong-Way Crash Against Hospitalized Driver

HARTSDALE, N.Y. -- Efren Moreano, a 20-year-old Yonkers man, has been charged with vehicular manslaughter in the second degree, a class D felony on Monday, after a head-on collision on the Sprain Brook Parkway which resulted in the death of NYPD Detective Paul Duncan of Hartsdale on Friday, Feb. 27, according to New York State Police.

Moreano was traveling north in the southbound lanes when his vehicle collided with Duncan's.

Police said an investigation revealed that Moreano was intoxicated at the time of the collision and had a blood alcohol content of .11 percent.

Moreano was arraigned before Westchester County Superior Court Judge Robert Neary at the Westchester Medical Center where he is recovering from injuries sustained the crash.

Moreano was remanded to the custody of the Westchester County Department of Corrections without bail. He is scheduled to return to the Town of Greenburgh Court on Friday, March 13 at 9:30 a.m.
