Fatal Shooting Victim In Westchester Manhunt ID'd The woman shot and killed Tuesday setting off a huge manhunt that caused a lockout at six school districts in Westchester has been identified. The woman, Jessica Wiltse of Tarrytown, was found alive with multiple gunshot wounds around 7 a.m. Tuesday at the Sleepy Gardens apartment complex on Route 119. She died at Westchester Medical Center, police said.  Cynell Brown, 28, who is in the hospital, is expected to be arraigned on murder charges Wednesday after he was captured Tuesday at the Port Authority Bus Terminal by Port Authority police, according to Tarrytown Police Chief John Barbelet.…
