Alleged Catalytic Converter Thief Apprehended In Area An alleged catalytic converter Hudson Valley thief was nabbed by state police. Dutchess County resident George Foster, age 39, of Wappinger, was arrested on Sunday, Oct. 16, said Trooper AJ Hicks. On Oct. 16, troopers began investigating the theft of catalytic converters at the Sheep and Wool Festival hosted by the Dutchess County Fair Grounds, Hicks said.
