Rockland Native Kevin Russo To Run For County Court

CLARKSTOWN, N.Y. -- A West Haverstraw village justice has thrown his hat into the ring for a country judgeship.

Kevin F. Russo, a Rockland County native and resident, is in his second term in the village post.

Russo pledged to bring "experience" and "sound judgment" to the county post, should he be chosen.

While serving in West Haverstraw, he said, he “gained an understanding of the complexities of the court system including its capabilities and limitations.”

Calling himself “a fair minded jurist,” Russo, said he thought that “the vast majority of attorneys and litigants” who have appeared in his court would agree that it was run “efficiently.”

Russo said he prided himself on “moving the calendar along and issuing decisions, opinions and orders in a prompt fashion.”

“I truly believe that ‘justice delayed is justice denied,’” he added.

As a county-level judge, Russo said he believed that he would be “a neutral and fair minded arbiter of the cases that are brought before the court.”

A judge must, Russo said, protect the constitutional rights of citizens, while “keeping in mind the importance of the role of the prosecution and law enforcement communities.”

Russo pointed out that he was born in Rockland and has lived there for 50 years. That fact, and his 25 years of legal experience, make him a qualified candidate for the county judgeship, he said.

According to his campaign website, Russo got his law degree in 1990 from Pace University’s School of Law in White Plains. He also holds degrees in business administration and liberal arts from Dominican College in Orangeburg.

He is the former acting town justice for the Town of Stony Point and the Town of Clarkstown.

Russo is also a past adjunct professor at Dominican College and former administrative law judge with the New York City Department of Finance.

He was a real property referee in the state Supreme Court and a former special prosecutor for the Town of Haverstraw, the Town of Stony Point, the Village of Grand View-on-Hudson, and the Village of Chestnut Ridge.

Russo is licensed to practice in all state courts in New York, New Jersey, the Eastern and Southern Districts of New York (federal courts), the U.S. Court of Claims, and the Supreme Court of the United States.

He belongs to several professional organizations, including: the Rockland County Bar Association and the New York State Magistrates Association.
