Snow has melted and with temperatures expected to fall below freezing across the entire region, the residual moisture will refreeze, the statement said.
The refreezing will first occur in outlying areas and interior valleys and will occur later in areas farther south nearest New York City.
The patches of black ice will create slippery conditions on surfaces when driving. Motorists are urged to use extra caution and travel more slowly.
The overnight low will drop to near 20 degrees in most parts of the area.
Monday, Martin Luther King Jr. Day, will be sunny with a high near 40 and wind-chill values between 20 and 30.
There is a chance of freezing rain and/or light snow in the pre-dawn hours Tuesday through around noontime, before the temperature climbs into the mid-30s.
