Reckless Tow-Truck Driver Charged After Chase Leads To I-95 Closure, Police Say A man driving a tow truck in a reckless manner on Interstate 95 in Stratford led to the brief shutdown of the roadway as a pursuit ensued when the driver refused to stop.  The incident began around 8:13 a.m. Thursday, when Connecticut State Police received numerous 911 reports of a black tow truck driving in an extremely reckless manner headed southbound on I-95 in Stratford, said the state police.
