Off-Duty Officer Admits Firing Gun On Westchester Residential Street An off-duty police officer has surrendered himself into custody after pleading guilty to unlawfully firing his service weapon without cause. Westchester County District Attorney Anthony Scarpino, Jr. announced that Orville Kitson, a Mount Vernon Police Officer pleaded guilty to a misdemeanor charge of prohibited use of a weapon after surrendering himself at Scarpino’s office on Friday morning.
