Bharara said that neither he, nor anyone else, had said Cuomo was unable to openly discuss the decision he made to dissolve the Moreland Commission, msnbc.com reported.
Cuomo founded the Moreland Commission in an attempt to stifle political corruption in Albany only to unexpectedly disband it in March last year, msnbc.com said.
Bharara and his office picked up where the Moreland Commission left off and indicted New York Speaker Sheldon Silver on corruption charges last month.
