North Castle Makes Key Management Changes

ARMONK, N.Y. – In addition to a creating a town administrator position, North Castle will make some other Town Hall personnel changes. The Town Board voted at a special meeting Tuesday to create a town comptroller position and eliminate an office manager position, a decision that split the board. 

The comptroller will be Armonk resident Faith Berlin, who will work alongside Town Administrator Joan Goldberg.

“I’ve had good success with hiring people who are smart, hardworking, and residents,” Town Supervisor Howard Arden said. “I think this puts us in position to have the strongest team of anyone around that I know of.”

Arden said that Berlin comes from a financial background and is a former co-worker of Councilman John Cronin at Thomson Reuters.  Councilman Stephen D’Angelo, who handled the job of sifting through résumés for the position, said the other candidates were lacking. 

“We have to either get someone who has experience as a comptroller in a city or town, or someone who has a strong financial background that we can pair with Joan Goldberg,” D’Angelo said.

Joan Goldberg spent 16 years as the comptroller for Yorktown.

With the hiring of Goldberg and Berlin, the board also voted 3-2 to eliminate a part-time office manager position in the Building Department.  D’Angelo and Councilman Michael Schiliro disagreed with the decision to let the employee go.

“You’ve got a long-time employee and loyal employee,” Schiliro said. “And also a good person.”

Arden said the current office manager is a long-time former full-time employee of the town who took the position after retirement. The position will be replaced with a part-time entry-level clerical worker. Arden said the new worker will be paid $26 an hour, compared to the $41 an hour the current manager is making. 

“It’s a common sense cost-saving move,” Arden said. 

Berlin is scheduled to take as comptroller on Sept. 10.
