ARMONK, N.Y. The mega pharmacy CVS is one step closer to moving in to Armonk, as the North Castle Planning Board gave the group a negative environmental impact declaration at its meeting Monday night, opening the door for a special use permit to be approved by the Town Board.
Jeff Baker, an attorney for Concerned Citizens of Armonk, was denied an opportunity to speak at the discussion Monday by board Chairman Robert Greene, who said Baker was not a town resident and it was not a public hearing.
Charlene Jacobi spoke instead as a representative of the group and called out the impact study for stating that the A&P previously located in the proposed CVS location featured a pharmacy.
Ive lived here for 15 years, said Jacobi, who is the owner of Town Center Pharmacy in Armonk. I dont know if anyone can tell me where there was a pharmacy in that A&P, but that would be a significant impact.
David Smith, a representative of the CVS group who conducted the study, said the report looked at the demand for a pharmacy as well as the goods and services that CVS could provide in the Armonk area.
The fact that there may or may not have been a pharmacy in the A&P, the issue that we covered in our report was, was there going to be an adverse impact if there was a CVS relocated or located within the hamlet, Smith said.
He added that the information regarding the old A&P featuring a pharmacy came from the Town of North Castle. Greene said the tidbit involving a pharmacy at A&P was a minor error or typo.
Director of Planning Adam Kaufman said the negative declaration determines that the Planning Board believes that CVS moving in to Armonk will not have a major impact on the town.
The declaration allows for the Town Board to hold a public hearing on whether to approve a special use permit for the site plan. That hearing will be held at the boards regular public meeting at 7:30 p.m. Wednesday at Town Hall in Armonk.
