Armonk CVS Plan Brings Traffic Concerns

ARMONK, N.Y. – Traffic flow raised a red flag in CVS’s plan to move into the vacated Armonk A&P building as the North Castle Planning Board was indecisive in approving the store’s site plan Monday night.

The board and members of the public dissected the addition of a drive-through and a proposed driveway that would connect the shopping center to the adjacent Hergenhan Recreation Center.

“I’ve never been a fan of the drive-through from the get go,” said Planning Board member Steven Sauro. “I think the circulation of the parking lot, especially in the back of the facility, would be much improved without it.”

Al DelBello, a lawyer representing CVS, along with a team of architects and engineers presented the CVS site plan at a public hearing held during the board’s regular meeting. The board unanimously voted to keep the hearing open until its next scheduled meeting as multiple issues with the plan were brought forward.

Armonk resident Neal Baumann was concerned with allowing traffic to flow through the recreation center into the shopping center.

“If traffic is backed up there near the light on Maple Avenue, people are going to find that entry way and cut through there to get to Main Street,” Baumann said. “I think it creates a dangerous situation.”

Planning Board Chairperson Robert Greene said if the plan is eventually passed and the entrance connected to the recreation center is seen as an issue, the plan could be altered to restrict traffic. However, Sauro said he was concerned with how much it would cost to find out if it would be restrictive to traffic.

“When do we decide to reverse that? When God forbid something bad happens?” Sauro said. “I can’t live with that.”

The CVS group has already been granted a special use permit by the North Castle Town Board and needs site plan approval before moving in to the facility. The public hearing will continue at the planning board’s next scheduled meeting on Oct. 11.
