Detective Michael Grassi noticed 25-year-old Dillon McCarthy of LaGrange and 30-year-old Jamie Rauch of Tuxedo “acting strangely after pulling into the parking lot of the Mahwah Municipal Building complex” in a 2003 Toyota early Tuesday evening, Police Chief James N. Batelli said.

Both had come for court hearings -- Rauch for drug and traffic violations and McCarthy for a criminal charge, he said.

Rauch didn’t park within the lines, and both she and McCarthy were “moving furtively” as the detective approached them, Batelli said.

Drug paraphernalia was scattered the car and both had track marks on their arms and necks, the chief said, adding that they were also under the influence of heroin.

The K-9 unit was summoned, and Remco “positively indicated” the presence of drugs, leading to a search that turned up 107 bags of heroin and several hypodermic needles, Batelli said.

Rauch and McCarthy were charged with having the heroin and paraphernalia, as well as with being under the influence of drugs, he said.

Rauch also was charged with driving under the influence of drugs, careless driving and possession of drugs in a motor vehicle, the chief said.

Both were released under New Jersey’s 2017 Bail Reform & Speedy Trial Act pending a detention hearing in Central Judicial Processing in Hackensack, he said.

The vehicle was impounded.

The arrests “continue to underscore the seriousness of opiate addiction in our area and throughout the United States,” Batelli said.
