Subsequent to the stop on Sunday, Nov. 12, the driver Jacob Alvarez, 25, of Brooklyn was found to be intoxicated and in possession of a small amount of marijuana, police said.
Alvarez and 23-year-old Matthew Santiago of Queens possessed a loaded handgun, crack cocaine, a scale, and packaging materials, according to state police. Alvarez later submitted to a chemical test which showed .15 percent blood-alcohol content, police said.
Alvarez and Santiago, were charged with criminal possession of a controlled substance in the third degree (a Class B felony), criminal possession of a weapon in the second degree (a Class C felony) and criminal use of drug paraphernalia (a Class A misdemeanor).
Alvarez was also charged with driving while intoxicated and unlawful possession of marijuana.
Both men were arraigned at the Town of East Fishkill Court. Alvarez was remanded to the Dutchess County Jail in lieu of $30,000 cash or $60,000 bond. Santiago was remanded in lieu of $50,000 cash or $100,000 bond.
