State troopers allegedly found Stephanie Cowell of Bedford to be intoxicated when they were called to assist her disabled vehicle.
Cowell allegedly tested for a .18 percent blood-alcohol level during a breathalyzer test. She is charged with aggravated driving while intoxicated.
State police also arrested the car's passenger, Caitlin Walsh of Armonk. Walsh allegedly obstructed the administration of Standardized Field Sobriety Testing upon Cowell and physically resisted arrest.
Cowell is charged with second-degree obstruction of governmental administration, resisting arrest and disorderly conduct.
Each woman was ticketed to appear in the Town of Bedford Court on Dec. 12.
