What You Need to Know: District-3 County Race

MOUNT PLEASANT, N.Y. – On Election Day this Tuesday, the biggest race for Mount Pleasant is District 3 County Legislator. Incumbent John Nonna will be running against challenger Michael Smith. Nonna is running on the Democrat, Working Families and Independence party lines while Smith will be running on the Republican and Conservative lines.

If Nonna is reelected, it will be his third consecutive term as District 3 Legislator. Nonna previously was the mayor of Pleasantville and served on the village's Board of Trustees. He has a bachelor's degree from Princeton University and a law degree from New York University. Nonna is a member of the Thornwood American Legion and the Pleasantville Lions Club.

One of Nonna's major goals going forward as county legislator is keeping taxes in District 3 to a minimum growth. Nonna said one solution to this could be sharing services throughout nearby towns and villages.

"To cut budget costs, I think what would help is more shared services and getting villages and towns together with the county to look to consolidate," Nonna said. "It's not strictly a county issue, but the county can help promote more shared services among the villages and towns."

Nonna is a big supporter of transparent government and implementing safety-net programs in the county. He continues to insist the people of Westchester that the Affordable Housing Settlement is a legal issue and not a political one.

Smith is running in his first political race and is the Chief Financial Officer of Berkeley Educational Services, a company of about 1,500 people. He is the former president of the Valhalla Union Free School District Board of Education. Smith's background is in business with a bachelor's degree in accounting from Fairfield University and a MBA in finance from Fordham University Graduate School of Business.

Smith is a supporter of reducing the size of county government and is a supporter of promoting local businesses throughout the county. Smith feels his business experience can help resolve financial issues in the county.

"Westchester County has a lot of financial problems right now. I have a background in finance and a lot of the current county legislators have a background in law" Smith said. "When you have a plumbing problem, you call a plumber to fix it."

Smith said he does not have aspirations to climb the political ranks. District 3 encompasses Mount Pleasant, Pleasantville, and Sleepy Hollow, and parts of Greenburgh, and North Castle and Briarcliff Manor.
