Planning Board Reviews Seminary's Move to Armonk

ARMONK, N.Y. – The St. Nersess Armenian Seminary’s plans to construct a school on Bedford Road across the street from Congregation B’nai Yisrael proceeded with an update in front of the North Castle Planning Board Monday night, conducted by Seth Mandelbaum, the seminary’s attorney, and Robert Aiello, senior project manager at Aiello Consulting, an Armonk engineering firm.

Mandelbaum requested a public hearing on a wetlands permit for the April 23 planning board meeting that the board issued after Mandelbaum and Aiello discussed the small wetlands area near the entrance to the property that is not expected to cause a problem. Mandelbaum said the conservation board has already issued an approval of the area.

Aiello also addressed a number of issues that arose after the seminary’s first appearance in front of the planning board. He said he met with a fire chief to ascertain that the site design allowed for fire access. He also said a traffic study had been completed to assure there would be minimal traffic, although designs for additional parking areas were shown.

The design of a stone wall at the entrance that would carry a plaque and sign identifying the seminary was also shown. The planning board requested the wall should resemble the stone that appears in nearby Windmill Hill and Aiello agreed to incorporate it into the design.

St. Nersess Armenian Seminary has contracted to buy the property from Congregation B’nai Yisrael and the sale will be finalized as soon as the town approves the seminary’s plans. The town board and planning board both have public hearings set for late April.

The St. Nersess Seminary trains clergy for the Armenian Apostolic Church and is currently located in New Rochelle.
