DA: Man Photographed Under Women's Skirts at Target

SLEEPY HOLLOW, N.Y. – A Sleepy Hollow man has been arraigned on 14 felonies after police say he used a cell phone to take photos underneath women's skirts at the Target store in White Plains.

Jose Piedra, 48, has been charged with 14 counts of second-degree unlawful surveillance “relating to the illegal photographing of a person's intimate parts for his own sexual purposes,” the Westchester District Attorney' Office said Wednesday.

Target security saw Piedra at the City Center store in August using his cell phone to take photos underneath skirts, the district attorney's office said. White Plains police viewed the store's surveillance video, canvassed the store and found Piedra.

The district attorney's office said that several video clips were found on Piedra's phone after a search warrant was issued.

Piedra will appear in County Court on May 8. He faces a maximum of 4 years in state prison for each count.
