The ignition interlock, a breathalyzer type device that requires drivers to blow into the device before the car will turn on.
According to an article on NY State of Politics, the bill was approved following an audit from State Comptroler Tom DiNapoli found that of the more than 53,000 devices installed were compliant only 25 percent of the drivers were compliant with the law.
