The report uses the latest county and municipal payroll information for fulltime and part-time workers actively enrolled in the pension system as of August 2017. The figures used included regular pay, overtime and pay for unused sick and vacation time.
However, the report doesn't include pension contributions, health insurance, and other fringe benefits that can add up to 35 percent or more in wage costs.
The report includes separate averages and totals for police and fire employees because they tend to make the highest salaries for government employees.
For county employees, Westchester came in first with 4,489 general employees making on average $75,359 annually.

- Dutchess, $59,258
- Orange, $56,215
As for city general employees, Westchester also came in first with Yonkers topping the list with 1,081 employees making an average $81,313 annually.
The next highest paid city employees included:
- Rye: $70,484
- New Rochelle: $70,235
- Peekskill: $67,029
- White Plains: $61,411
