It was a testament to Kasper's reputation and integrity, State Assemblywoman Holly Schepisi said, that so many plaques and other honors were bestowed on the 26-year veteran, who became chief more than a decade ago.

For his part, Kasper praised the outstanding working relationship that local chiefs have with Bergen County Prosecutor Gurbir S. Grewal -- who swore him in -- and Bergen County Sheriff Michael Saudino, who also attended, as well as with the various state and federal agencies.

Kasper also thanked the members of his department, along with Oakland officials and his family.

The popular veteran officer was born and raised in Oakland, was graduated from the Bergen County Police Academy in 1990 and served as a patrolman for 10 years before a promotion to sergeant in 2000. He became chief seven years later.
