Charges Upgraded After Victim In Rockaway Crash Dies Charges against a Rockaway woman were upgraded after the passenger in her car died as a result of injuries sustained in the crash, authorities said. Samantha Viscardi, 22, was behind the wheel of a vehicle that crashed near Green Pond Road on Feb. 2, Morris County Prosecutor Fredric M. Knapp and Rockaway Police Chief Martin McPardland, Jr. said in a joint release.
