Officer Daren Williams and Sgt. James Celentano found the disabled 1990 Toyota Camry, with three people inside, on westwbound Route 46 early Sunday night, Capt. Lawrence Martin said.
One of them, Nathan Mason II, admitted that he took a $30 watch from Sears moments earlier and then, fearing he was being watched, tossed it from the car as he tried to drive off, Martin said.
His sedan struck another vehicle on the westbound Route 46 ramp, Mason said, but he kept going until the Toyota broke down, according to the captain.
Mason was released on a court summons charging him with shoplifting.
