PAPD officers were canvassing motorists after the 7 a.m. Cadillac Escalade fire was extinguished in the north tube and found Jeffrey Horn getting high, the authority’s Joseph Pentangelo told CLIFFVIEW PILOT.

Horn was charged with drug possession and driving under the influence, Pentangelo said.

The New Jersey Garage Crew, consisting of two wreckers and four crewman, “entered the tunnel under heavy smoke” and extinguished the fire, Penangelo said.

Ventilation was increased and the tunnel was reopened at 8:19 a.m., he said.

Tunnel and Bridge agents also impounded Horn’s vehicle.

A motorist who reported shortness of breath refused medical attention.
