Officers arrested 29-year-old Michael Etoile after stopping him around 11 p.m. in the area of East 54th Street and 13th Avenue, Police Chief Michael Foligno said this morning.

He was released pending a court hearing on charges of possessing drugs and drug paraphernalia and having drugs in a motor vehicle.

This follows the arrest Wednesday afternoon of 45-year-old Christopher Kelley of Mahwah following a stop on East 55th Street in the area of the NJ Transit Park and Ride lot.

Foligno said Kelley, who was released on a summons pending a court hearing, was found carrying 10 bags of heroin and a small amount of pot, along with drug paraphernalia.

Like the others, he received a summons for having drugs in a car.

Elmwood Park officers on Wednesday also found 70 bags of heroin in a motel room where a 41-year-old Pennsylvania man had overdosed.

Under the circumstances, New Jersey’s overdose protection law prevented them from charging the victim or a woman he was with (SEE: Elmwood Park motel heroin OD victim, companion with 70 bags can’t be charged under NJ law).
