A juvenile delinquency complaint charges the teen with aggravated assault, inciting a riot and weapons offenses, Detective Lt. Robert Bracken said Tuesday.

Police who responded to a Highland Avenue dispute were trying to arrest a belligerent man on June 25 when someone from the crowd flung the rock, Bracken said.

The 19-year-old man had stood on top of a car and refused to cooperate -- aggravating the situation by inciting people, the lieutenant said.

Officers were unable to diffuse the situation despite several tries and then attempted to arrest him, he said.

A struggled ensued, as he and officers hit the ground -- at which point someone threw the rock, he said.

A $2,000 reward was offered during the investigation.

"We would like to thank the mayor and City Council, as well as the community as a whole, for their support," Bracken said. "This type of behavior will not be tolerated, and those responsible will be sought and charged accordingly."
