Homeless Fugitive Arrested In South Jersey Child Luring Incident Stafford police have re-arrested a fugitive wanted for sexually assaulting an underage girl after contacting her via a social media app.  Authorities found the suspect, Charles E. Torrence, 50, in a Philadelphia homeless shelter on Saturday, according to the Burlington County Prosecutor's office.  Torrence was indicted on several charges, including sexual assault, two counts of luring or enticing a child and four counts of child endangerment.  Stafford police initially arrested Torrence in June 2019 for sexually assaulting the girl he met on messaging app Kik, according to o…
