Li Yunchuan, 54, of Elmwood Park, works for Nice Food Restaurant on Palisades Avenue in Garfield — the same business that was investigated after a 61-year-old deliveryman who spoke only Mandarin hit the gas of his car, sending it bouncing off three others, when a trio of teens tried to rob him while he was illegally delivering alcohol in August.

The girl last night ordered a 375ML bottle of Bacardi Dragon Berry Rum from the restaurant just after 9 p.m. for delivery to a Finnigan Avenue apartment complex, Saddle Brook Police Chief Robert Kugler said.

Less than a half-hour later, Yunchuan showed up and gave the girl the bottle in the middle of the street in exchange for cash, Kugler said.

“He didn’t request any identification to verify her age, identity or address,” the chief said.

“Although the restaurant holds a licence to sell alcohol, the rules are specific to the way and manner it is sold: Any alcohol sale transaction must take place at the business’s licensed premises,” Kugler said.

“Orders and subsequent delivery of alcohol orders are legitimate, but only when the transaction is performed either in-person and in the store for cash, or if by telephone order, only through credit card transaction,” the chief said.

“And, most importantly,” he added, “you can’t sell and in anyway provide it to underage persons.”

Police reported the offense to Garfield officials and the state Alcoholic Beverage Commission, the chief said.

Yunchuan, meanwhile, was charged with offering an alcoholic beverage to an underage person and released on his own recognizance pending a Municipal Court hearing.
