In the next several months, it goes to 13 and 10, he said.

“I have no qualms about promoting officers,” Kugler told CLIFFVIEW PILOT. “But we also have to make sure we have our field soldiers as well.”

The chief brought his concerns to the Mayor and Council Tuesday night. He and Deputy Chief Robert White — both in full uniform dress —

“When you create circumstances that are not in the best interest of the police dept. or the township as a whole, I respectfully feel compelled to let them know my dis-satisfaction,” he told CLIFFVIEW PILOT.

“We need to get back to a better-balanced level with new hires, who we get trained and out on the street, before we do anything,” Kugler said.

He said that could mean a moratorium on promotions “until we take a thorough and exhaustive evaluation of where we want our table of organization to be.”
