Officers stopped the car at the intersection of River Drive and Locust Street at 3:30 p.m., Police Chief Michael Foligno said.
They charged Kevin Negit, 26, of Fairview and 23-year-old Michael Peluso of Mahwah with possession of heroin and hypodermic syringes, he said.
Charges were later dropped against the third man.
